80:23
كَلَّا لَمَّا يَقْضِ مَآ أَمَرَهُۥ
kallā lammā yaqḍi mā amarahu
No! He [i.e., man] has not yet accomplished what He commanded him.

Yet man does not fulfil God’s commands.
